Skanska is a large Swedish construction and property development company. It is one of the world's ten largest construction companies, with revenue of $18.69 billion in 2009 (Annual Report). 

In 2002, the company issued a press release with the headline, "Cementation Skanska gets green light on Iranian mine contract." 

Balfour Beatty is a large British infrastructure and construction contractor. It is the 19th largest contractor in the world and the single largest fixed rail infrastructure contractor. Its construction division specializes in "building, design, construction management, refurbishment and fit-out, mechanical and electrical services, civil engineering, ground engineering and rail engineering" (Company Website).

Balfour Beatty has a UAE-based subsidiary called Dutco, which in turn has a subsidiary called Gulf Cobla LLC, which is described as having "major projects" in a list of countries including Iran.

Swiss engineering group Liebherr and Finland’s Konecranes (KCRA.HE) and Cargotec (CGCBV.HE) have told India Ports Global Pvt Ltd, which is developing the deep water port, they were unable to take part in the bids as their banks were not ready to facilitate transactions involving Iran due to the uncertainty over U.S. policy, the two officials said in separate conversations with Reuters. In 2005, the German government worked to stop the delivery of a special-purpose $785,000 Liebherr crane to Mizan Machine, a blacklisted Iranian shell company affiliated with Iran’s ballistic missile program. It was suspected the crane would be used to support the regime’s missile program. It is unclear if the German government succeeded in stopping the delivery.

 In 2020, the U.S. state of Mississippi listed BelAZ on its state lists of Companies Doing Business with the Iranian Petroleum/Natural Gas, Nuclear and Military Sectors, rendering BelAZ ineligible for investment and/or state contracting.

Belaz is a large Belarusian construction equipment manufacturer specializing in mining. It sells equipment in Iran through the dealer Zagros Machine Mining & Construction Equipment.
