A BILL

To strengthen the multilateral sanctions regime with respect to Iran.

Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,

SECTION 1. SHORT TITLE.

This Act may be cited as the ‘Sanctions Preventing the Iranian Regime’s Illicit Tunneling Act’ or the ‘SPIRIT Act’.

SEC. 2. AUTHORIZATION OF IMPOSITION OF SANCTIONS WITH RESPECT TO IRAN.

(a) The purpose of this Act is to impose the broadest possible sanctions against the development and production of tunnels and related facilities in Iran, and exportation of equipment and technology to Iran for the development and production of tunnels and related facilities in Iran.

    (1) Not later than sixty (60) days after the date of enactment of this Act, the Department of the Treasury shall investigate and submit to the appropriate congressional committees and the Department of State a list of all known entities that conduct any—
      (A) Transaction, commerce, communication, service or business, directly or indirectly, related to the planning, development, establishment, maintenance and/or expansion of tunnels and related facilities in Iran; or
      (B) Exportation of equipment, technology, goods, services, information, or support to Iran related thereto.

(b) In general.—The President shall impose sanctions with respect to a person if the President determines that the person—

      (A) Makes an investment that contributes to the enhancement of Iran’s ability to dig underground tunnels and related facilities;
      (B) Sells, leases, or provides to Iran goods, services, technology, information, or support for its underground tunnels and related facilities; or
      (C) Provides underwriting services or insurance or reinsurance services for the sale, lease, or provision of goods, services, technology, information, or support to Iran for its underground tunnels and related facilities.
    (2) Definitions.—
      (A) PERSON.—The term ‘person’ means a partnership, association, trust, joint venture, corporation, company, governmental, quasi-governmental or non-governmental body, affiliate or other organization.
      (B) IRAN.—The term ‘Iran’ means the Government of Iran, including the central bank or monetary authority of that Government and any agency or instrumentality of that Government.
      (C) GOODS, SERVICES, TECHNOLOGY, INFORMATION, OR SUPPORT.—The term ‘goods, services, technology, information, or support’ means goods, services, technology, information, or support that could facilitate the establishment, maintenance, or expansion of Iran’s domestic tunneling activities including assistance with respect to the construction, modernization, or repair of tunnels and their related facilities.
